Rough sleepers

There was a rough sleeper who was given an anti-social behaviour warning for sleeping rough in someone's front garden. The property is a house converted into flats, and the front of it was overgrown and had litter built up in it, giving the impression that it's rough ground and no one cares about it. 

 

This attracts ASB, and more litter gets added as people think it's a dumping ground.

The residents were advised to clear the overgrown plants and to give the front a good tidy-up. There are plenty of properties, especially multi-occupancy properties, where they don't want to take ownership of clearing and tidying.
